Present: Ald. Sevenich, Barber, Robinson, Trzebiatowski, Slowinski.

1. Recommendation on license list:

A. New Operator's licenses. B. Class "A" Beer License to Cooper Oil Company, Inc. at Southside BP, 3209 Church Street. C. Change of Agent at Kwik Trip #691, 332 Division Street North, to James D. Lienlokken. D. Extension of premises for Stevens Point Brewery for Rock the Brewery concert and Brews, Brats and Bands Festival.

Ald. Trzebiatowski moved, seconded by Ald. Slowinski, approval of the 26 New Operator licenses for one year; Class "A" Beer License to Cooper Oil Company, Inc. at Southside BP, 3209 Church Street; Change of Agent at Kwik Trip #691, 332 Division Street North, to James D. Lienlokken replacing Ronald Liebe as agent; Extension of Premises for Stevens Point Brewery for Rock the Brewery concert at the Brewery Park on June 10, 2007 and August 17, 2007 for the Brews, Brats and Bands Festival in the Brewery Park. Ayes, all; nays, none. Motion carried.

2. Request to hold events and street closings:

A. Rock the Brewery concert.

Capt. Dowling stated that the Department did not object to the event but did ask for some conditions be set to deal with parking and trespassing. The Department asks that if the event is permitted that there be one contractual officer for every 1,000 anticipated attendees and that they also be required to contact the Loss Mitigation Office at Canadian National Railroad to address trespass parking and safety concerns the railroad may have. He stated that one of their concerns was individuals running across the railroad tracks with trains coming through town.

Ald. Barber moved, seconded by Ald. Robinson, approval to hold the Stevens Point Brewery's annual "Rock the Brewery" event on Saturday, June 9 in Brewery Park and give permission to close Water Street between Matilda and Francis Streets on Saturday, June 9, 2007, at 6:00 A.M. through June 10, 2007 at 6:00 A.M. The two conditions would be that there would one officer for every 1,000 anticipated attendees, and to contact the Loss Mitigation Office at Canadian National Railroad to address trespassing and safety concerns and provide personnel to monitor the rail crossings if CNR requests. Ayes, all; nays, none. Motion carried.

B. Brews, Brats and Bands Festival.

Capt. Dowling stated this event tends to be a small event and the crowd is not the same; however, the Department has the same concerns and would make the same recommendations. He also noted that the Department would be coming back next month with parking restrictions for that area similar to last year.

Ald. Barber moved, seconded by Ald. Slowinski, approval to hold the Stevens Point Brewery's fourteenth annual Brews, Brats and Bands Festival on August 17, 2007 through August 18, 2007 and give permission to close Water Street between Matilda and Francis Streets on August 17, 2007 starting at 5:00 P.M. through 11:00 P.M. and again on Saturday, August 18, 2007 starting at 12:00 Noon through 11:00 P.M. The two conditions would be that there would be one officer for every 1,000 anticipated attendees, to contact the Loss Mitigation Office at Canadian National Railroad to address trespassing and safety concerns and to provide personnel to monitor the rail crossings if CNR requests.

Ald. Sevenich asked to amend the motion to include, "and any other recommendations that the Police Department would make," to the end of the motion. Ald. Barber and Ald. Slowinski agreed to the amendment.

Amended Motion: Ald. Barber moved, seconded by Ald. Slowinski, approval to hold the Stevens Point Brewery's fourteenth annual Brews, Brats and Bands Festival on August 17, 2007 through August 18, 2007 and give permission to close Water Street between Matilda and Francis Streets on August 17, 2007 starting at 5:00 P.M. through 11:00 P.M. and again on Saturday, August 18, 2007 starting at 12:00 Noon through 11:00 P.M. The conditions would be that there would be one officer for every 1,000 anticipated attendees, to contact the Loss Mitigation Office at Canadian National Railroad to address trespassing and safety concerns and to provide personnel to monitor the rail crossings if CNR requests, and any other recommendations that the Police Department would make.

Ald. Wiza felt that there needed to be a report back to the council that their concerns were addressed.

Ald. Sevenich stated the Police Department would take care of that.

Ald. Barber also noted that his motion addressed this concern.

Call for the Vote: Ayes, all; nays, none. Motion carried.

3. Request from Association of Downtown Businesses to hold Fourth of July Parade Downtown Stevens Point, at 12 Noon on Wednesday, July 4, 2007.

Ald. Sevenich asked how long they wanted the street closed.

Jamie Gebert, Main Street Manager, said that it was up to the Police Department. She felt that they would be putting up the barricades around 9:00 A.M. or 10:00 A.M.

Ald. Sevenich noted that last year she helped work security and because there were very few people working security it was difficult to keep parade attendees off the street. She hoped that they would get more people to work security this year.

Chief Morris said they are going to try a rope along the parade route to keep the people on the side.

Ald. Barber moved, seconded by Ald. Trzebiatowski, approval of the request from the Association of Downtown Businesses to hold the Fourth of July Parade Downtown Stevens Point, at 12 Noon on Wednesday, July 4, 2007 and grant permission to close Main Street on July 4, 2007 as per instructions from the Police Department. Ayes, all; nays, none. Motion carried.

4. Traffic Ordinance - Section 24.03.

Traffic Ordinance was withdrawn.

5. Recommendation of the March 2007 Inspection Report:

A. Construction Starts.
B. Violations.

Director Gardner noted we have over $12 million in permits issued so far and March alone exceeded the quarterly totals for the last three years. He reviewed the actions taken by the City regarding unlicensed vehicles and said 28 vehicles have been addressed, of which seven were in the area between City Hall and the Water Department.

Ald. Sevenich moved, Ald. Robinson seconded, approval of the Inspection Report for March 2007 and to have it placed on file. Ayes, all; nays, none. Motion carried.
