Ald. Trzebiatowski moved, second by Ald. Slowinski to approve the 44 New and 115 Renewal Operator's (Bartenders)
Licenses. Ayes, all; nays, none; motion carried.
Ald. Trzebiatowski would like to see the City move forward and require all bartenders to have a license.
B-1: New Class B Combination Beer and Liquor - JJ Sondo's
Ald. Trzebiatowski moved, second by Ald. Heart to approve a new "Class B" Combination Beer and Liquor
license for JJ Sondo's LLC, 3425 Church Street, Stevens Point, WI at The Blue Top Restaurant, 3425 Church Street,
Stevens Point, WI (formerly Little Chubbie's); Julie Ann Mayer, agent. Ayes, all; nays, none; motion carried.
B-2: New Class B Combination Beer and Liquor - Richard W Horst Jr.
Capt. Dowling stated that a background check was made on Mr. Horst and there was nothing in the background that
would disqualify Mr. Horst. It is known that Mr. Horst was present during one of the violations. The Police Department
does not recommend approval of the license.
Richard Horst ( 1200 Riverview Ave., Apt 16) stated that he sent a letter to the Aldermen. Mr. Horst stated that
he served in the military and received many decorations. He is willing to work with the Police to work out problems
that occurred in the past.
Ald. Wiza asked if Mr. Timm owned the building or leased the building. Mr. Horst stated that the building was leased
and he would be taking over the lease and be responsible for everything going on in the future. He stated that
while he was in the building during the violation that he was not actually working. He worked for Johnny T's from
Nov. 2004-August 2005.
Chief Morris stated at this establishment there were 6 violations and there was a stolen TV recovered. If the Committee
decides to issue the license the Police Department has a number of conditions that they would like to see placed
on the license.
City Attorney Molepske stated that what he is hearing is that the Police have a concern with the operation of the
business and that a liquor license is a privilege. The Committee does have some discretion to turn down a license
applicant if they have some concerns.
Mayor Halverson asked Mr. Horst what he is going to do to make a difference in the operation.
Mr. Horst stated that he will be there all the time, he is adamant about making the place better so that it makes
the Community look good.
Chief Morris asked if there will be a restaurant as part of the business. Mr. Horst stated that it will be a bar
and grill.
Ald. Myers stated that if the license is granted, he would like to see a requirement that they have an ID checker.
Ald. Stroik stated that if the license is approved then Mr. Timm should not be allowed on the premises as an employee
or as being part of the operation. Mr. Horst stated that Mr. Timm is not part of the business. He is perfectly
fine with any conditions that are placed on the license and that Mr. Timm is in ill health and is tired of the
business.
Chief Morris stated that the Committee may wish to postpone action until the Special Public Protection Meeting
on Monday where the conditions can be shown in detail.
Ald. Trzebiatowski moved, second by Ald. Slowinski to postpone action on the "Class B" Combination Beer
and Liquor license for Richard W. Horst (formerly Johnny T's Tropicana) until the special Public Protection meeting
and direct the Police Department, City Attorney and Mr. Horst to work out agreeable conditions and that the Committee
take action at this special meeting. Ayes, all; nays, none; motion carried.
C: Class B Beer - Ryan M Ulbrich
Chairman Stroik stated that this is be tabled as it needs to go to the Plan Commission for consideration as a conditional
use.
Consideration of item C: Class "B" Beer license for Ryan M. Ulbrich, 581 Canterbury Drive, Plover, WI
at RCO Computers-Cyber Café, 135 Division Street North, #G, Stevens Point, WI (main floor area of RCO Computers-Cyber
Café) postponed until August.

Ald. Heart moved, second by Ald. Slowinski to approve the special Class B Retailers License for the St. Stanislaus
Holy Name Society and the Portage County Democratic Party with the stipulation that the name of the operator for
the Democratic Party be listed prior to the Monday Common Council meeting. Ayes: all Nays: none Motion carried
Note: The agent for the Portage County Democratic Party will be Corey Ladick
2. Consideration and possible
action on proposed Ordinance 20.19 Abatement of Graffiti.
Chairman Stroik reviewed the proposed ordinance.
Ald. Wiza asked if we can extend the time frame to clean up the graffiti if work is in progress. Capt. Dowling
said they reviewed this with the City Attorney who suggested that a specific time frame be stated but that discretion
would be allowed as to a time frame for completion.
Mayor Halverson stated that the Community needs to make a commitment to eliminating graffiti. The CDA will be meeting
Monday to consider allocating funds to reimburse victims of graffiti for cleanup.
Ald. Trzebiatowski asked how this ordinance relates to temporary signage at construction sites. Chief Morris stated
that it should be covered by the fence definition. Maybe we should have a temporary sign classification.
Ald. Heart asked how often do we charge $200 for placing graffiti. Capt. Dowling stated there is a schedule for
forfeitures. We must trust the discretion of the Officer.
Ald. . Heart asked what constituted the definition
of a wall mural. Capt. Dowling said that we must trust the discretion of the Officer.
Ald. Slowinski asked who would determine whether something was graffiti or a wall mural. Capt. Dowling stated that
either the PD or the Inspection department would make that determination.
Brian Brooks asked if signs on cars fall under this ordinance. Capt. Dowling stated probably not.
Capt. Dowling stated that we cannot allow graffiti to be spread from property to property,
Ald. Stroik moved, second by Ald. Slowinski to approve the proposed Ordinance 20.19 Abatement of Graffiti with
the addition of revision E and adding text to Section 1 paragraph 2 adding temporary signage to the definition.
A friendly amendment was added to the motion adding, machinery, equipment, vehicles or trailers. Ayes, Ald.Stroik,
Trzebiatowski, Slowinski ; nays, Ald. Heart; motion carried.
3. Consideration and possible
action on proposed Amendment to Ordinance 21.03(18) relating to storage of vehicles, machinery or trailers on private
property.
Capt. Dowling stated that this will require current registration must be displayed at all times. Chief Morris stated
that this will require all vehicles to have a current license.
Ald. Slowinski moved, second by Ald. Trzebiatowski to approve the Amendment to Ordinance 21.03(18) relating to
storage of vehicles, machinery or trailers on private property. Ayes, all; nays, none; motion carried.
4.Recommendation of the monthly
Inspection Report:
A. Construction Starts.
B. Violations.
Director Gardner stated that they are averaging
issuing five written violations a day.
Ald. Stroik moved, second by Ald. Heart to approve the monthly Inspection Report. Ayes, all; nays, none; motion
carried.
