1. PARKING METER REPORT (ATTACHMENT

Mayor Wescott presented the December 2006 Parking Meter Report.
C/T Schlice moved, seconded by Ald. Walther to accept the December 2006 Parking Meter Report and place it on file.
Ayes - all; Nays - none; Motion carried.
2. CONSIDERATION/ACTION OF
PARKS DEPARTMENT TREE REMOVAL AND TRIMMING CONTRACT #03-07 (ATTACHMENT)
Director Euclide said there were four different divisions in the contract. The successful bidder would be the low
overall bidder. There were four bidders and the bids ranged from $27,890.00 to $30,268.00. The low bid was by A+
Tree Service and Lawn Care in the amount of $27,890.00 and we recommend awarding the bid to them.
Mayor Wescott asked if the low bid was within budget.
Director Euclide said it was within budget.
Alderperson Walther asked if the City of Stevens Point had worked with A+ Tree Service in the past.
Director Euclide said that the City has not worked with A+ before but the City Forester has checked the company's
references and he is comfortable with A+ Tree Service performing the work.
Mayor Wescott moved, seconded by Alderperson Stroik to accept the low bid from A+ Tree Service and Lawn Care in
the amount of $27,890.00 for Contract #03-07 Parks Department tree removal and trimming.
Ayes - all; Nays - none; Motion carried.

Mayor Wescott said he asked Director Euclide to introduce to the alderpersons a concept in garbage and recycling
collection that we are examining and maybe a part of some future discussion on this board. Also I would like Director
Euclide to introduce the new city engineer.
City Engineer Alex Saunders stood and Director Euclide said Alex is a City of Stevens Point native, he earned his
degree in civil engineering from Marquette University in 1997. Alex was the consulting civil engineer in Madison
for the past ten years. He has worked on municipal and DOT projects and during that time acquired his professional
engineering license. Alex's main areas of focus during his career have been storm water management and construction
management. We are really fortunate to have him.
Mayor Wescott said welcome.
Director Euclide said as the mayor mentioned I just wanted to introduce the concept of automated equipment for
garbage and recycling. What it would do would be to allow us to move toward a service that would reduce manpower
needs and would also reduce potential problems with workers comp., since the operator does not have to leave the
vehicle. I have been told that there would be a significant increase in productivity. What we are looking at is
the potential to go from two garbage trucks with two drivers each and two recycling trucks with one driver each,
to two garbage trucks with one driver each and one recycling truck with one driver. This would allow us to gain
back some of the efficiencies we have lost because of personnel reductions in the department.
Mayor Wescott said we just want to introduce you to the concept and let you know we are talking about it. The City
of Madison went to it for the collection of recycling last year and I believe they are moving to include garbage
later this year. It seems to be a very successful program.
Alderman Wiza asked if this was going to reduce any staff by doing this.
Mayor Wescott said it would not reduce staff.
Alderman Wiza asked if this would reduce the need for clear plastic bags.
Director Euclide said that would depend on which trucks we buy and which program we decide to use. I am hoping
that we will be able to commingle our recyclables.
Alderman Slowinski asked how we would monitor what people are putting in the garbage cans.
Director Euclide said some municipalities have included a video monitor of the material being disposed of. Another
way of doing it is doing a periodic inspection by a supervisor prior to the pick-up. Usually if there is a problem
the people at the recycling or refuse center will let you know if you have a problem in a certain area so you can
correct the problem and of course education is a big part of that as well.
Reid Rocheleau of 408 Cedar Street, Whiting, WI asked if this was a new truck that would be picking up recycling.
Director Euclide said it would require a different vehicle.
Mr. Rocheleau asked if Director Euclide had thought about a truck that would pick-up both garbage and recycling.
Director Euclide said it would not pick-up both garbage and recycling with the same truck.
Mayor Wescott said we have talked about that type of system. It is fair to report to the public that we are just
not that far along. This is something that is in the conceptual stage at City Hall. I like the idea, I told the
public works people that I thought it was worthy of continuing the exploration and cost analysis. The budget has
already been approved for 2007, so I wouldn't look for these trucks to be popping up anytime this year.
