2. PRESENTATION ON STORM WATER MANAGEMENT STUDY

Mayor Wescott said this is an information presentation only.

Director Euclide introduced Kurt Schoen from Earth Tech and said he was here to present information on storm water management.

Mr. Schoen said he was briefly going to walk us through the total history of the NR216 permit the city is looking at and what we have been doing over the last several years. In 1972 the clean water act was passed to make all waters fishable and swim able. Several years ago the DNR started putting together the NR216 phase II permit which is going to regulate storm water from communities in the state of Wisconsin. They started out doing phase I, which was aimed at big cities like Milwaukee and Madison. Phase II is for urbanized areas with over 50,000 people or cities with over 10,000 people. The City of Stevens Point is over 10,000, the greater Stevens Point, Plover/Whiting area is not 50,000. Stevens Point is the only community in the area that will be getting a permit. Back in 2004 we applied for a grant from the department of natural resources to conduct a study for the city. The grant was approved, the cost share ratio is ballpark of about 55% and the goal of the study is to look at all the things that the city needs to do to comply with the permit. The actual permit was signed in November of 2006 and we now have a permit to discharge storm water. There are six to eight controls or efforts that the city needs to comply with for the permit. Some of them are pretty significant effort wise and some of them are not. The first two are information/education programs which basically consist of providing information to the public in various forms, to help keep stuff out of rivers and lakes. There is also a public involvement and participation component, which basically means we need to follow whatever public notice requirements there are for any public meetings such as this one, that particularly address the concerns of storm water related activities. We also needed to develop a storm sewer system map, which we did as part of the study.

Mayor Wescott said the copies of the study are at city hall. Basically this document is intended to be a road map for what the city needs to do to comply with this permit.

Mr. Schoen said next up is a list of discharge protection. There is an ordinance in here that is an appendix which is a draft ordinance. It basically gives the city the authority to control and prevent elicit discharges. So if somebody has a sanitary sewer connection that goes to a storm sewer or is dumping waste oil or something into a catch basin, the city has the authority to clean it up and then charge for it. Two other ordinances that Rapster prepared are the post construction storm water ordinance and construction site erosion control. The erosion control ordinance is trying to prevent runoff from construction sites basically carrying dirt into the river. Studies have found that one acre of exposed soil on a construction site causes about 10,000 times as much suspended solid run off as one acre grassed over land. The other one, post construction storm water management ordinance deals with post suspended solid production which is equipment the DNR uses for non point sort purposes and also deals with flood control issues. So if you have a certain amount of water running off of the site and you build on it, you are required to control the post development flood peak, so it doesn't overly tax the city storm sewer system. Pollution prevention is basically ensuring that the city has proper management procedures and policies in place for public works and snow yards so part of the project would be to drive around and look at the various facilities and make recommendations appropriate for public works yard and there is nothing earth shattering, most of the things were simply some housekeeping like getting some road materials under tarps or under cover. The next item is a waterfall leak control or storm water quality management as the DNR calls it and this has by far the most potential to be the most expensive for the city. As I mentioned before the DNR uses what is called total suspended solids which basically means dirt particles in water as with other effluents a lot of other stuff phosphorus and everything else kind of relates to this so that is one we have chosen. The city is required to reduce from a no controls condition which basically means not doing anything to treat your storm water there loadings by 40 percent and that 40 percent reduction needs to be done by March of 2013. There is a 20 percent goal for November 2008. The city right now is as 32 to 33 percent so there is another seven percent that we will have to come up with and the modeling to determine where we are at now is also part of this project. Finally I looked at separate areas where you were having localized flooding problems, streets that were a little bit low or for what ever reason there is standing water and we went out to look at the site and took some pictures, came back did some internal stuff and completed a series of recommendations. I sat down with Joe and picked out which ones were most appropriate for what you are planning on doing and finalized those recommendations.

Mayor Wescott said the next logical step is for the alderpersons who will continue into the next term to come and get the study and spend some time reviewing it.

Director Euclide said that any of the alderpersons who would be interested in reviewing the study with me, I could explain it to them. As with most mandates there is a cost associated with it and there are some options in how to deal with that. At this point I think just becoming familiar with the report is probably the next step.

Mr. Rocheleau said that this was a pretty important matter and I think we are a little late in the process because I know the City of Sturgeon Bay is already a year ago has gotten involved in this and formed a storm water utility and I fault Stevens Point for waiting this long. Now that you are hearing this, I wonder if this gentleman was taken over to the site right over here, you said all we have to do is a little house cleaning. We have some serious concerns over here and I don't know if you are with the DNR. Are you with the DNR?

Mr. Schoen said he was with Earth Tech and not the DNR.

Mr. Rocheleau said I guess they didn't take you over there because the DNR has some real concerns over in that area.

Mayor Wescott said that we were talking about storm water management,

Mr. Rocheleau said that what he was getting at was to impress upon people that if we don't start meeting these and we can start requiring when we have new projects and they can be less than an acre, we can require because that is the DNR meets this water runoff permit but under an acre we can start requiring all building sites to meet certain standards because otherwise everyone in this community is going to have to pay to meet these standards.

Mayor Wescott said he did not agree that we are behind in this process. I accept your comment for the record but as we heard our permit was not approved by the state until late last year.

Mr. Schoen said that was correct.

Director Euclide said that different communities came into this at different times.

Mayor Wescott said that were are good until 2013 so we have some work to do, but really what we are doing here tonight is presenting you with the research. Spend some time with the analysis, there are recommendations and issues that the next administration in the next three to five years will have to implement in the community.

Mr. Schoen said last week the DNR said we are good to go forward, so really everybody in the state that has been looking at this has been on hold since for about the last year so everyone is at that same place.

3. CONSIDERATION/ACTION OF APPROVAL OF 2007 STREETS PROJECTS (ATTACHMENT - AGENDA PACKET)

Mayor Wescott said you have the 2007 projects in your packet. There is about $1,000,000.00 worth of projects.

Director Euclide said he was hoping to do as many of these projects as possible with the funding available. The price of asphalt went up 40% last year and another 20% this year.

Ald. Stroik asked if this is the priority order by street or is this just the generic list.

Director Euclide said this was the priority order.

Ald. Wiza said that he had talked with Joe about the Frederick Street area which turns into the Frederick Street lake in the spring and it is not on the list for this year. I was wondering if there was a reason for that omission.

Director Euclide said that he basically followed the recommendations of the report. The report proposes to do things in order of investment. There is a cost benefit analysis of the improvements.

Mayor Wescott moved, seconded by C/T Schlice to approve the 2007 projects as they have been presented to us and place it on file.
