Mayor Halverson called the meeting of the Board of Public Works to order at 6:53 P.M., on June 11, 2007. The meeting was held in the Water Department Conference Room, 300 Bliss Avenue, Stevens Point, WI 54481.

Mayor Halverson moved, seconded by C/T Schlice to
accept the March 2007 Parking Meter Report and place it on file.

2. Consideration/Action of
Bid for 2007 K.B. Willett Arena Maintenance Project #10-07 (Attachment):
Altmann Construction out of Wisconsin Rapids, WI was the low bidder of $18,645.00 on this project and the staff
recommends awarding this project to them. They have worked with us in the past and we have not had any difficulties.
Mayor Halverson moved, seconded by Alderperson Stroik to accept the 2007 K.B. Willett Arena Maintenance Project
#10-07 to be awarded to Altmann Construction Co. in the amount of $18,645.00.

3. Consideration/Action for
the 2008 Sidewalk Repair/Replacement Project (Attachment):
This is part of the city's ongoing sidewalk inspection and repair program and is done by a qualified inspector
who has been inspecting in this program for almost 20-years. The city is divided into five areas whereby a section
is inspected every five years. The property owners will be responsible for only the actual cost of replacement
and the City will work with the property owners if need be by spreading the cost of replacement over the course
of three years (with interest) if the cost exceeds $100.00. All property owners will receive letters and have ample
time to do the replacements on their own if they elect to do so.
Alderperson Stroik moved, seconded by Alderperson Walther to accept the 2008 Sidewalk Repair and Replacement Project.

4. Consideration/Action for
Frontenac Avenue Sidewalks (Attachment):
The 2007 Paving Project will be starting sometime after the weekend of the Fourth of July. It was considered while
doing this project to also install sidewalks (as done in the past when installing storm sewer and gutter). The
proposed sidewalks would take place on sections of Frontenac Avenue where there are currently no curbs, gutters
or sidewalks installed and assess the cost back to the property owners.
Albert Walkosh and John Okonek with the Stevens Point Catholic Cemetery Association were present. Albert stated
they oppose the idea of the sidewalks because they are a non-profit organization and due to the cost, it would
be hard for them to pay.
Several property owners expressed opposition to this project, but do not oppose putting curb and gutter in. Some
were opposed because of trees that might have to be moved or removed, yard space this would take up, cost of doing
both, and sectional areas of work being done at this time.
Alderperson Myers spoke out as the owner of some rental property in this area. He would like to see the City consider
the installation of sidewalks as the responsibility of the City and not the property owner as sidewalks are used
to benefit all citizens for the sole purpose of keeping people who walk or ride bikes off the city streets. He
would like to see some kind of tax increment to have this covered by the City.
Alderperson Barber moved, seconded by Alderperson Walther to approve the construction zones as you see them on
the attached picture for curb, gutter and sidewalk with exception of the block between Oak and Center Streets that
would move them materially away from the street and onto the other side and eliminate the sidewalk on the eastern
side of Frontenac Avenue and replace that extension to the north side of Guardian Angel Cemetery to connect where
the sidewalk ends on Prais Street and extend it to Wilshire.
Ayes none; nays all; Motion fails.
After more discussion regarding the sidewalks.
Alderperson Stroik moved, seconded by Alderperson Walther to exclude all sidewalks from the construction plan along
Frontenac Avenue until we have an infill plan in place.
Nays Alderperson Barber; Motion carried.
5. Consideration/Action for
the Fire Station #2 Project (Attachment):
Option A is for basic repairs and maintenance to the existing building, Option B is a building addition with limitations,
Option C is a building addition along with some remodeling to the existing building, and Option D is a new fire
station.
C/T Schlice moved, seconded by Alderperson Stroik to accept apparent low base bid of $124,581.00 from Ellis Stone
Construction for the repair of Fire Station #2 for insurance purposes and to authorize the city to go forth to
re-bid with some modifications to Option B and Option C from Architect Becher Hoppe and bring it back in 30-60
days.

6. Consideration/Action for
no Parking on Patch Street and Michigan Avenue (Attachment):
C/T Schlice moved, seconded by Mayor Halverson to accept no parking on Patch Street and Michigan Avenue.

7. Traffic Study TS-07-06;
Consideration/Action to deny putting a stop sign at the corner of Henrietta and Francis Street (Attachment):
Alderperson Stroik moved, seconded by Alderperson Walther to deny the Traffic Study #TS-07-06 to deny the installation
of a stop sign at the intersection of Henrietta and Michigan Avenue.
Nays Alderperson Barber; Motion carried.
8. Consideration/Action for
quotes for a Parks Department Ball Diamond Groomer (Attachment):
The Parks Department received two quotes to replace the existing unit. It was recommended to get the Toro Sand
Pro/Infield Pro 5040 from Reinders for $13,967.00. Although more expensive, it allows the inherent savings of brand
streamlining over its life and it's more solidly built. The other quote was from Horst Distributing for a Smithco
Super Star X-Treme for $10,595.00.
Alderperson Heart moved, seconded by Alderperson Stroik to accept the purchase of a Ball Diamond Groomer from Reinders
in the amount of $13,967.00.

9. Consideration/Action for
quotes for a Parks Department Lawnmower (Attachment):
The Park Department received two quotes to replace the Toro that has served them well and Reinders has provided
excellent service. It was recommended to get the Toro Groundmaster 328-D 4WD from Reinders for $22,806.30. Toro
is a good brand and Reinders has been providing good service. The other quote was from Power Pac Inc. for a John
Deere 1445 4WD for $24,339.00.
Alderperson Stroik moved, seconded by Alderperson Barber to accept the purchase of a Lawnmower from Reinders in
the amount of $22,806.30.

Maintenance Projects
- Garbage and Recycling - We are continuing to evaluate the use of fully automated garbage and recycling trucks. Please see the attached report titled "Single Stream Recycling". There was some discussion regarding the garbage recycling in that people will have to take glass in separately to recycle it.
- Salt Storage Shed and City Garage - There was some discussion regarding the salt storage shed and how it should be re-built as to keep it from corroding like it is.

to accept the Director's Report and place on file.
