PRESENT: Mayor Halverson, C/T Schlice, Director F. Joseph Euclide and Tricia Church; Alderpersons: Stroik, Heart, Myers, Brooks, and Walther.
OTHERS PRESENT: Directors: Gardner and Schrader, City Clerk John Moe, Design Engineer Alex Saunders, Fire Chief Barnes, Captain Dowling, City Attorney Molepske, Personnel Specialist Lisa Jakusz, Superintendent of Streets Howie Krieski, Fleet Maintenance Supervisor Dennis Laidlaw, Main Street Manager Jami Gebert, Daniel Selle, Leana Waltenberg, Dave Franc, Gene Kemmeter; Alderpersons: Hanson, Slowinski, Molski, Wiza, Trzebiatowski, and Moore.
Mayor Halverson called the meeting of the Board of Public Works to order on August 13, 2007 at 7:04 PM. The meeting was held at The Lincoln Senior Center Conference Room, 1519 Water Street, Stevens Point, WI 54481.

Avenue; West Cornell Avenue one way westbound from West Whitney Street to West River Drive.
5. Traffic Study #TS07-10: Consideration/Action for lifting limited time parking on
the following streets: North side of Portage Street from a point 94 feet east of Second Street to Union Street;
East and west sides of Third Street from Washington Avenue to Portage Street; East and west sides of Meadow Street
from Portage Street to Washington Avenue.
6. Traffic Study #TS07-11: Consideration/Action to limit parking on both sides of Johns
Drive from First Street to Second Street to two hours on week-days.

C/T Schlice moved, seconded by Alderperson Stroik
to accept the August 2007 Parking Meter Report and place it on file.
Ayes all; nays none; motion carried.
2. Consideration/Action of
Bid for the Bukolt Park Restroom Project #11-07:
Altmann Construction out of Wisconsin Rapids, WI was the lowest bidder of $65,640.96 on this project. Director
Euclide said they came in within the budget and recommended approval on awarding this project to them.
Alderperson Wiza mentioned that he has heard nothing but very positive feedback about this restroom and can't wait
for it to be completed.
Alderperson Stroik moved, seconded by Alderperson Walther to accept the Bukolt Park Restroom Project #11-07 to
be awarded to Altmann Construction out of Wisconsin Rapids, WI for the amount not to exceed $65,640.96.
Ayes all; nays none; motion carried.
3. Consideration/Action of
the new Storm Water Management Ordinance (Chapter 31 of the revised Municipal Code of the City of Stevens Point
relating to Site Erosion Control Requirements).
Director Euclide said this is a component that we are required by the DNR through our storm water permit to complete
and recommended approval.
Alderperson Heart moved, seconded by Alderperson Myers to accept the new Storm Water Management Ordinance.
4. Traffic Study #TS-07-09;
Consideration/Action for changing the following street to one way traffic. (Attachment):
West Whitney Street one way northbound from US Hwy. 10 West (West Clark Street) to West Cornell Avenue.
West Cornell Avenue one way westbound from West Whitney Street to West River Drive.
Daniel Selle who resides at 1224 West Whitney for
17 years mentioned that something needs to be done in that area to slow traffic down. It would be an inconvenience
for him as he would have to go all the way around to get to West Clark Street but, if changing these roads to one
way would help cut and slow traffic down then that's what we should try to do.
Leana Waltenberg and Dave Franc who reside at 1208 West Whitney both agreed with this traffic study. They both
said something needs to be done in this area before someone ends up hurt or killed.
Alderperson Stroik has talked to many residents in this area and nobody seems to have any problems with this traffic
study. Also mentioned maybe in the future installing flashing yellow lights to flash during the day time open hours
and/or installing speed bumps to slow down traffic.
Alderperson Stroik moved, seconded by Mayor Halverson to approve the Traffic Study #TS-07-09 for one way traffic
on West Whitney Street (one way northbound) and West Cornell Avenue (one way westbound).
Ayes all; nays none; motion carried.
5. Traffic Study #TS-07-10;
Consideration/Action for lifting the limited time parking on the following streets. (Attachment):
North side of Portage Street from a point 94 feet east of Second Street to Union Street.
East and west sides of Third Street from Washington Avenue to Portage Street.
East and west sides of Meadow Street from Portage Street to Washington Avenue.
Alderperson Heart moved, seconded by Mayor Halverson
to approve the Traffic Study #TS-07-10 for lifting the limited time parking on Portage Street, Third Street, and
Meadow Street.
Ayes all; nays none; motion carried.
6. Traffic Study #TS-07-11;
Consideration/Action for limiting parking on both sides of Johns Drive from First Street to Second Street to two
(2) hours on week-days (Attachments):
Alderperson Stroik moved, seconded by Alderperson Walther to approve the limited parking on Johns Drive to two
hours on week-days.
Ayes all; nays none; motion carried.
7. Consideration/Action for
