PRESENT: Mayor Halverson, C/T Schlice, City Surveyor Jeff Hild and Tricia Church; Alderpersons: Stroik, Heart, Myers, Brooks, and Walther.

OTHERS PRESENT: Directors: Gardner and Schrader, City Clerk John Moe, Fire Chief Barnes, Captain Ruder, City Attorney Molepske, Chief Morris, Personnel Specialist Lisa Jakusz, Fleet Maintenance Supervisor Dennis Laidlaw, Water Dept. Kim Halverson and Joel Lemke, PD Kevin Ruder, Gene Kemmeter, Reid Rocheleau, Don Rahn; Alderpersons: Hanson, Slowinski, Molski, Wiza, Trzebiatowski, and Moore.

Mayor Halverson called the meeting of the Board of Public Works to order on September 10, 2007 at 7:23 PM. The meeting was held at The Lincoln Senior Center Conference Room, 1519 Water Street, Stevens Point, WI 54481.

1. Parking Meter Report (Attachment):

There was no discussion regarding the Parking Meter Report.

C/T Schlice moved, seconded by Mayor Halverson to accept the August 2007 Parking Meter Report and place it on file.

Ayes all; nays none; motion carried.

2. Traffic Study #TS07-12; Consideration/Action for changing Reserve Street in the four blocks between Clark Street and Portage Street to two-way traffic. (Attachment).

Alderperson Stroik asked if this action would wait to take place till after the widening construction that the University is going to be doing is completed. Mayor Halverson agreed that it would not take place after the road construction is completed by the University and forwarded explanation on procedure to Jeff Hild. Jeff Hild mentioned that we will be working out the design with the University and then upon the completion of the widening of the street, we would then change it back to two-way traffic at that time if this consideration/action is approved.

Alderperson Hanson mentioned that this is in his district and he has contacted people that reside between Clark and Main Streets and everyone he has talked with doesn't like the idea due to the street being too narrow and also it would make it more difficult when backing out of their driveways to be looking both directions for traffic along with the bicyclists and pedestrians going in both directions. Also, the persons that reside on the corner of Main and Reserve have four small children and for safety reasons with the amount of traffic along that stretch already, they would rather drive all the way down to Phillips and come back down to get to their driveway then to see this section go back to two-way traffic.

Alderperson Myers said he would vote against this motion due to his concern with parking in this area for the University. Also, mentioned the poor directional signs the University has on where to go to get to the campus area when coming into town on Hwy. 10 West and this needs to be addressed by the University rather then changing the street back to two-way.

Alderperson Stroik wanted to know why this motion was turned down previously and Jeff Hild responded that the Engineering Department had no problems with it and he believed it was just denied by Council. Director Gardner mentioned that all of our staff was in favor of this but, there was comments made on how narrow the road is. At that time, he had some investigation done and Reserve Street is in fact the same width between Main and Clark south on Reserve Street curb to curb where it is two-way at this time as it is north on Reserve Street where it is one-way at this time. Alderperson Hanson mentioned that the section on Reserve Street heading south that is two-way has a lot less traffic than the section on Reserve Street heading north that is one-way at this time.

Alderperson Walther mentioned that this issue has come up when he talked with parents of UWSP Students who live out of town. When they're coming into town on Hwy. 10 going west and they see Old Main, how do they get onto campus? The first reaction is, you see Reserve Street and you want to turn right to head toward campus and then to see that you can't go that way. So, you go down to the next street to turn and then you're getting into a residential area and it can be really confusing. That residential area probably has a lot of congested traffic going through there because of this situation.

Alderperson Stroik voiced his opinion on changing Reserve Street from one-way south to one-way north to help the out of town people get to the University. Alderperson Heart didn't care for this idea because changing the one-way south to north doesn't make it easier for bicyclist going both directions. They should be traveling along with traffic going both directions therefore; traffic should also be going both ways. She also thinks it would be safer for homeowners when backing out of driveways to look both ways for bicyclists along with traffic from both directions. She also thinks the road is wide enough for two-way traffic as it is right now and would be even better after the University widens it.

Alderperson Moore mentioned that he thinks this is the last action we need to worry about and there are other things we should be addressing.

Mayor Halverson is in full support of this action because he too feels it is confusing for out of town people coming into town to look over our campus. Also, he thinks that one-way streets are hard to get around and it would make it easier and safer for our city traffic as a whole to move around. This coupled with the fact that the University is willing to fund this project as well as use eight feet of their land to make this happen, we can't pass this opportunity up.

Alderperson Wiza thinks the University should widen more roads in that area to add more parking for parents and students who want to shop and eat on campus. Mayor Halverson said the University is aware of the parking problems they have.

Alderperson Walther moved, seconded by Alderperson Brooks to accept changing Reserve Street in the four blocks between Clark Street and Portage Street back to two-way traffic.

Ayes 5; nays 2; motion carried.

3. Consideration/Action for the Parks Department purchasing a new garbage truck (Attachment).

Dennis Laidlaw received one quote for a 2008 International 7300 with a Heil Formula 4000 Refuse Body by Mid-States Truck Inc. through Bruce Municipal Equipment in the amount of $97,380.00. This garbage truck is the same as the existing 1995 Parks Department unit so the people who use the current garbage truck won't need to be trained on how to run the new truck. The cost will be covered by the budget and used equipment sales.

C/T Schlice moved, seconded by Alderperson Myers to accept the purchase of a 2008 International 7300 with Heil Formula 4000 Refuse Body from Mid-States Truck, Inc. through Bruce Municipal Equipment in the amount of $97,380.00.

Ayes all; nays none; motion carried.

4. Consideration/Action for the approval of the A/E contract with Becher-Hoppe for the work authorized by council on the Fire Station Number 2 Project (Attachment).

There weren't any questions or further discussion on this proposal.

Alderperson Stroik moved, seconded by Mayor Halverson for the approval of the A/E contract with Becher-Hoppe for the work authorized by council on the Fire Station Number 2 Project.

There were no questions or discussion regarding the attached Director's Report.
