2007-2011 Long Range
(Hotel) Room Tax Committee
April 18, 2007
1. Approve of the March 28, 2007 minutes.
Motion by Robinson, seconded by Bahling to approve
March 28, 2007 minutes.
Ayes; all Nays; none Motion carried.
2. Recommendation on Proposals
2007 Funding
Portage County Youth Soccer Facilities (est. project cost $177,000.00) We recommend allocating up to $142,000.00
to pay for the paving of the parking area, lighting for the parking area and installing fencing around the main
field. Before the funds for the parking area will be allocated, a long term agreement for entering and use of the
parking area needs to be worked out with the Ice Hawk Association.
Heartland Bike Club I39 Underpass (est. project cost $13,700.00) We recommend up to $13,700.00 allocated to fund
the proposed bike/ped trail that is a crucial east-west link across I39. This trail system will link into the Green
Circle and Tomorrow River Trails to form a network of trails. If the club receives any grant funds that they have
currently applied for, that amount will be subtracted from the funds allocated.
Downtown Mural Project (est. project cost $50,000.00 ) We recommend up to $10,000.00 be allocated for the use to
cover the costs wall prep/ painting murals on downtown buildings, establish a formal mural walk with signage/maps
and informational brochures to be distributed at local businesses. Additional matching funds have also been recommended
in 2008-2011
Midwest Renewable Energy Fair (est. project cost $3,500.00) We recommend allocating up to $1,600.00 in funds to
provide bus transportation from the City of Stevens Point to the Midwest Renewable Energy Fair, for those wishing
to attend the fair.
Stevens Point Sculpture Park (est. project cost $184,000.00) The Committee supported the project, however at this
time it was felt that more information and data needs to be flushed out as it relates to this project. Therefore,
the Committee recommended allocating up to $10,000.00 to fund a feasibility study of the project at this time.
If the study shows that the project or portions of the project are feasible, than funds may be available for the
project from the reserves funds proposed in this plan.
Central WI Children's Museum (est. project cost $325,000.00) The Committee supported the project, however at this
time it was felt that more information and data needs to be flushed out as it relates to this project. Therefore,
the Committee recommended allocating up to $10,000.00 to fund a feasibility study of the project at this time.
If the study shows that the project or portions of the project are feasible, than funds may be available for the
project from the reserves funds proposed in this plan.
Dugout Project (est. project cost $10,000.00) We recommend allocating up to $10,000.00 to help construct new dugouts
on the UWSP baseball field. By providing these funds, the youth baseball teams of Stevens Point will have the ability
for long term use the field during league games and weekend tournaments throughout the summer.
Point 150 Celebration (est. project costs $75,000.00) We recommend allocating up to $48,700.00 of matching funds
to host a city wide celebration in 2008. The celebration commemorating the 150 anniversary of the City of Stevens
Point will entail a number of different community events throughout the year
Aldo Leopold Audubon Society (project cost $30,000.00) We recommend allocating up to$8,000.00 to develop an education
signage program along existing trails/public lands in the City of Stevens Point. These signs will help steward
an education experience as it relates to birding, for those using the trails/public lands. Additional funds are
recommended in 2009.
Plover River Canoe/Kayak Landing (est. project cost $8,500.00) We recommend allocating up to $6,000.000 for the
installation of a dock in the Plover River just east of the Nature Center in Iverson park. The city will work with
Nature Trek on purchasing and installing the dock.
2008 Funding
Skateboard Park (est. project $254,000.00) We recommend up to $50,000.00 in matching funds be allocated for the
construction of a Skateboard Park in Goerke Park. Additional matching funds have also been recommended in 2009.
Softball/Baseball Field Improvements (est. project costs $85,500.00) We recommend allocating up to $30,000.00 for
upgrades to the SPASH baseball diamond. By providing these funds, the youth baseball teams of Stevens Point will
have the ability for long term use the field during league games and weekend tournaments throughout the summer.

2713 Train Roof Project (est. project cost $63,300.00) We recommend allocating up to $10,000.00 to install an interior
ceiling in the existing structure over the train.
2009 Funding
Portage County Youth Soccer Facilities (est. project cost $177,000.00) We recommend allocating up to $25,000.00
to fund the construction of a grandstand on the main field.
Skateboard Park (est. project $254,000.00) We recommend up to $50,000.00 in matching funds be allocated for the
construction of a Skateboard Park in Goerke Park.
Downtown Mural Project (est. project cost $50,000.00 ) We recommend up to $10,000.00 be allocated for the use to
cover the costs wall prep/ painting murals on downtown buildings, establish a formal mural walk with signage/maps
and informational brochures to be distributed at local businesses. Additional matching funds have also been recommended
in 2010-2011.
Aldo Leopold Audubon Society (project cost $30,000.00) We recommend allocating up to$17,000.00 to develop addition
trails for bird watching on public lands. In addition to trail development, 50,000 bird watching maps will be developed
and distributed throughout the community.
Reserve Fund ($8,000.00) We recommend that a Reserve Fund be establish from funds not allocated out each year,
in addition to funds returned to the city, due to project coming in lower than estimated. These Reserve Funds will
be set aside to fund Open Space acquisitions, fund projects after completion of feasibility study or new projects
that may arise during this 5-year plan. A Committee appointed by the Mayor will determine how Reserve Funds will
be allocated.
2010 Funding
Reserve Fund ($105,000.00) We recommend that a Reserve Fund be establish from funds not allocated out each year,
in addition to funds returned to the city, due to project coming in lower than estimated. These Reserve Funds will
be set aside to fund Open Space acquisitions, fund projects after completion of feasibility study or new projects
that may arise during this 5-year plan. A Committee appointed by the Mayor will determine how Reserve Funds will
be allocated.

Requests not Funded
The Committee choose not to allocate any funds towards; 2713 Rail Trail, Old Fire Station No. 2, Saints Hockey
Zamboni, City of Stevens Point Event Security.
