1. Approval of the minutes
from the January 10, 2007 Transportation Commission Meeting.
Elbert Rackow noted the need for two changes in
the minutes. The second page, first full paragraph, last sentence should read parameter rather than perimeter.
It should be noted that Bob Woehr voted nay on the motion regarding PCHHS pass reduction, agenda item #3.
Elbert Rackow moved approval of the minutes from the January
10, 2007 Transportation Commission with
the noted corrections. Jeremy Slowinski seconded. Ayes all; nays none; motion carried.
2. Supplemental Transportation
Rural Assistance (STRAP) Grant update.
Portage County has been notified by the Wisconsin
Dept. of Transportation that they have been awarded a grant in the amount of $16,000 for Supplemental Transportation
Rural Assistance planning. An advisory committee is being formed. The first meeting of the advisory committee will
be held on February 15, 2007. A Request for Proposals will be developed and released the end of February. A vendor
will be selected in March.
3. Request for Bus Wrap.
Houck Advertising has informed Manager Lemke of interest in a second bus wrap by Marshfield Clinic. No contract has been signed yet, however Houck advertising is quite confident the wrap will be sold since Wausau and Eau Claire have both signed contracts for more wraps with Marshfield Clinic. Manager Lemke expressed concern regarding removing current advertiser's ads. She explained with the addition of the new bus in May some of the advertisers will be moved to those ad frames; however there would still be some displaced advertisers.
Manager Lemke noted the front advertising frames
on all of the buses belong to the city and they could be used to accommodate the other advertisers. The revenue
generated from the bus wrap would be $6000.00 per year. Manager Lemke agreed with Hans Walther the additional revenue
a bus wrap would bring in cannot be turned down. Manager Lemke explained if all current advertisers can be accommodated
with ad space and the additional revenue from the bus wrap can be added it would be a win/win situation for all.
Elbert Rackow noted the importance of continuing to advertise city events on the buses as well. Currently the parks
department utilizes the space to advertise River Front Rendezvous and Oak tree trimming precautions etc.
Elbert Rackow moved to approve the request from Marshfield Clinic for an additional bus wrap. Fred Hopfensperger
seconded. Ayes all; nays none; motion carried.
Elbert Rackow moved that the City allow paid advertising on bus front advertising frames but reserve up to 50%
for city use only. C.J. Robinson seconded the motion. Ayes all; nays none; motion carried.
4. Summer Youth Pass
Manager Lemke presented the Commission with an idea
to promote public transportation to youth through a summer pass. The pass would be a one time purchase and would
allow students up to 18 yrs. old unlimited rides for the summer months. The pass would be promoted through school
newsletters, the city web site, classroom handouts, newspaper ads, and by contacting various businesses in the
area that employee students during the summer months, etc.
Note: The commission being supportive of the idea decided to call the pass "Freedom Pass 2007".
C.J. Robinson moved to give the Transit Manager the authority to pursue the creation of the summer "Freedom
Pass 2007", at $20.00 per pass for unlimited rides from the date Stevens Point schools end for the summer
break 2007 to the date school begins in the fall. This being a one year trial for summer break 2007. Fred Hopfensperger
seconded. Ayes all; nays none; motion carried.
5. Manager's Report:
Bob Woehr indicated it is the consensus of the Commission
the Manager attending the training.
C.J. Robinson moved to approve the Manager's report and place it on file. Elbert Rackow seconded. Ayes all; nays
none; motion carried.
6. Next meeting date.
The next Transportation Commission meeting will
be held at the Lincoln Center on March 7, 2007 at 6:00 p.m.
