The meeting was called to order at 6:00 p.m. by Chairman Hans Walther.

1. Approval of the minutes from the February 8, 2007 Transportation
Commission Meeting.
Bob Woehr stated he felt the motion regarding front
advertising space was incorrect. Manager Lemke stated the motion was written exactly as the motion was stated at
the meeting according to her minutes. The motion reads," Elbert Rackow moved that the City allow paid advertising
on bus front advertising frames but reserve up to 50% for city use only. C.J. Robinson seconded the motion. Ayes
all; nays none; motion carried."
Mr. Woehr indicated that he feels the motion does not reflect the intention of the Commission and he would like
to bring it back to the Commission at the next meeting for clarification.
Mr. Woehr moved to approve the minutes with the noted discrepancy. Jeremy Slowinski seconded. Ayes all; nays none;
motion carried.
2. Supplemental Transportation
Rural Assistance project update.
Manager Lemke reported SRF Consulting Group, Inc.
has been awarded the contract for the STRAP planning project. The total cost for the project was bid at $20,704;
however following negotiation SRF reduced their fee to $20,000, which is the amount of the grant allocation. The
first meeting with the consultant is scheduled for April 10th.
3. Manager's Report
The Freedom Passes have been printed and will be available May 1, 2007 for purchase at Copps South, County Market and Hometown Grocery. The cost for a Freedom Pass is $20.00 and allows youth through age 18 the ability to ride the City Bus during summer break as often as they wish. Manager Lemke had initially planned to notify families about the new pass through the school newsletters but was recently informed there is a new policy which prohibits that.
Stevens Point Transit's 1st Quarter ridership increased 10.79% over 2006. In 2006 SPT provided a total of 56,088 rides in the 1st Quarter and in 2007 62,142. Revenue for the first quarter of 2007 was $33,605. The Quarterly breakdown is as follows:
January:
Ridership increase of 17.18%
Revenue generated; $5,060.80February:
Ridership increase of 12.21%
Revenue generated; $6,161.80March:
Ridership increase of 4.57%
Revenue generated $22,382.20 (note: the university subsidy is paid in months of March, April, May, October, November and December)
Manager Lemke shared the UWSP referendum results with the Commission. The following are the results of the questions pertaining to the university bus service:

The manufacturing of the new bus will begin on April 10, 2007. Manager Lemke has contracted with First Transit to conduct the inspection through out the manufacturing process. The cost for the inspection will be $445.00 which is much less than it would cost to send someone from Stevens Point to California to do the inspection. First Transit will keep Manager Lemke informed of the progress through email and online pictures. The bus is scheduled to be shipped on April 26th and will arrive in Stevens Point the week of April 30th.
Manager Lemke has developed a reference list of transportation providers who may be contacted for assistance during a county emergency/disaster. In the event of a disaster Manager Lemke will take the lead in the area of transportation. Carrie Placeway will be Manager Lemke's back up. Tom Carroll and Donna Betro will also be trained as back up personnel.
Bob Woehr moved to accept the Manager's report and
place it on file. Fred Hopfensperger seconded. Ayes all; nays none; motion carried.
