The meeting was called to order at 6:00 p.m. by Chairman Hans Walther.

1. Approval of the minutes
from the June 6, 2007 Transportation Commission meeting.
Elbert Rackow noted on page 3 under ridership information
it reads 2005 and it should read 2006. Bob Woehr noted his name was incorrectly spelled. Elbert Rackow moved to
approve the minutes from the June 6, 2007 Transportation Commission meeting with the noted corrections. Bob Woehr
seconded. Ayes all: Nays none; Motion carried.
2. Review of the Portage
County Rural Transportation Project Summary of Findings and Recommendations.
Manager Lemke presented the Portage County Rural
Transportation Project report. The Commission reviewed and discussed the evaluation of needs strategy chart. An
implementation plan has not been developed at this time. Manager Lemke will continue to communicate on the progress
of the project as it evolves.
3. Manager's Report
Update on Trolley Project: The maintenance department
has evaluated the mechanical aspect of the trolley and has found it to be mechanically sound. It was determined
the vehicle will need new brakes in the near future and there were two minor hose leaks. The seller agreed to lower
his price $500.00 to compensate for the minor repairs. The cost is now at $24,500 with an 80/20 federal match awaiting
written approval at this time. The local share cost will be $4,900.
Manager Lemke noted there have been discussions on the use of the trolley for charter type purposes. By law public
transit agencies are not allowed to use federally funded vehicles for charter services. The purpose of the trolley
would be to promote the "City Bus" transit system during special events such as parades, crazy days,
and free ride Fridays etc.
The Downtown Business Association has indicated they are willing to partner with SPT for the local share cost.
Details need to be worked out.
Manager Lemke is moving along with the procurement process.
Transit Vehicle Use Limitations: Manager Lemke presented the commission with the Charter and School Bus Certification that is signed annually to assure non-compete with for profit transit charter services. Violation of the agreement may result in denial of federal funding. All public transportation services must be open to the general public and must not be targeted toward a specific group such as conference attendees, etc.
2nd Quarter Ridership/Revenue Report: Ridership data for the second quarter shows an overall increase of 9.30% or 3,820 rides. Regular ridership increased by 1,264 rides, university ridership increased 2,228 rides, transfers were up 408, and Point Plus was down 80 rides. $53,108 was generated in revenue in the second quarter.
Update on Shelter Project: Manager Lemke met with
Comptroller Schlice on July 12, 2007 to discuss the local share of the shelter project. The Comptroller authorized
the local share funding for the project, therefore Manager Lemke will move forward with the RFP.
Elbert Rackow moved to approve the Transit Manager's report and place it on file. Fred Hopfensperger seconded.
Ayes all; Nays none; Motion carried.

The next Transportation Commission meeting is scheduled
for August 9, 2007 at 6:00 p.m.
