Board of Water and Sewage Commissioners
Monday, January 8, 2007, 12:00 P.M.

PRESENT: Paul Adamski, Eugene Tubbs, Jim Cooper and Mae Nachman.

ALSO PRESENT: Kim Halverson, Brenda Thomas, Eric Niffenegger, Joel Lemke, and Jaime Zdroik.

I. ADMINISTRATION

1. Approval of minutes of the December 11, 2006 meeting.

Motion made by Eugene Tubbs, seconded by Mae Nachman to approve the minutes of the
December 11, 2006 Water & Sewage Commission meeting.

Ayes all. Nays none. Motion carried.

2. Election of Commission Officers.

Motion made by Jim Cooper, seconded by Mae Nachman for the current officers to retain their positions Paul Adamski, President and Eugene Tubbs, Secretary

Ayes all. Nays none. Motion carried.

II. ACCOUNTING

3. Consideration of claims for the Water and Sewage Treatment Utilities.

Per request from the Commission at the previous meeting, a projected break down of the water and sewer training and education expenses for 2007 were provided.

Paul Adamski presented the statement of claims for the Water Utility for December. The balance on December 1, 2006 was $1,126,798.42; the bank deposits recorded in December 2006 were $1,091,319.44. Checks issued since the December 11, 2006 meeting numbered 40934 through 40996 were in the amount of $692,043.51. Checks numbered 40997 through 41005 for $18,489.04 were presented for action on January 8, 2007. The net balance on hand January 8, 2007 was $1,857,047.77.

Motion made by Jim Cooper, seconded Eugene Tubbs to approve the water utility claims for the months of December 2006 as audited and read.

Ayes all. Nays none. Motion carried.

Paul Adamski also presented the statement of claims for the Sewage Treatment Utility for December. The balance on December 1, 2006 was $2,005,261.27; the bank deposits recorded in December 2006 were $156,972.90. Checks issued since the December 11, 2006 meeting numbered 25357 through 25380 were in the amount of $68,979.37. Checks numbered 25381 through 25388 for $10,534.53 were presented for action on January 8, 2007. The net balance on hand January 8, 2007 was $1,959,747.91.

Motion made by Eugene Tubbs, seconded by Mae Nachman to approve the sewage utility claims for the month of December 2006 as audited and read.

Ayes all. Nays none. Motion carried.

4. Consideration of Schedule of Charges for 2007.

Kim stated there are no changes in the Schedule of Charges from 2006 - 2007.

Kim explained the $2,000 figure to be the cost for any water laterals two inches or smaller to be installed by the Water Department. Anything over 2" would be actual cost. Sewer laterals installed are charged time and materials.

The rates under the section Service Calls on the Schedule of Charges are set by the Public Service Commission.

Motion made by Mae Nachman, seconded by Jim Cooper to approve the proposed Schedule of Charges for 2007.

Ayes all. Nays none. Motion carried.

III. WATER OPERATIONS

5. Report on water distribution operations.

The report was distributed.

A total of 48 valves were operated in 2006.

A total of 0 business properties have been checked for backflow preventors in December 2006 for a total of 35 in 2006.

Kim stated thanks to hard work by staff the inventory and work orders are now all computerized.

6. Report on water supply operation.

Our pumpage in December was 164,161,000 gallons, a decrease of 13,014,000 gallons of water from December 2006.

Kim stated the mill was down for a while during Christmas so that could be the reason for the decrease.

Kim distributed to the Commissioners the letter she received today from the D.N.R. stating the D.N.R. considers the compliance issue at Well 4 to be resolved and is closed out.

IV. SEWAGE TREATMENT OPERATIONS

7. Report on sewage treatment operations.

B.O.D. (3.82 ppm), Phosphorus (0.573 ppm) and Suspended Solid (4.20 ppm) limits were met for the month of December 2006.

Eric stated everything is running well.

Kim stated she received a letter today from Roger Larson of the D.N.R. nominating the City of Stevens Point's Wastewater Treatment Facility for a 2007 EPA Operation and Maintenance Award. Kim is very proud of Eric and his staff for receiving this additional nomination.

The next Water & Sewage Commission meeting will be February 12, 2007 at noon.

V. ADJOURNMENT

Motion made by Jim Cooper to adjourn the meeting.
