1. ASSESSOR'S REPORT.

Motion made by Ald. Stroik, seconded by Ald. Moore to approve the Assessor=s Report and place it on file.

Ald. Moore stated he appreciated the breakdown on housing and said it was a very nice report.

Ayes: All Nays: None Motion carried.

2. BOARD OF REVIEW HEARING EXTENSION ORDINANCE.

Assessor Siebers stated the ordinance in question is due to a recent change in State Statutes. If the City passes the ordinance, any taxpayer who requests an extension to have their Board of Review hearing, shall be granted a 60 day extension, provided the taxpayer pay a $100 fee to the City. In addition, any information presented at the Board of Review shall be exchanged prior to the hearing and the date of the annual Board of Review shall be posted on the Internet 60 days before objections will be heard. The reason for this Statute is because of the many frivolous claims of excessive assessments and with this passage, any future excessive assessment claims will then be limited to the testimony that is given at the Board of Review hearing.

Motion made by Ald. Walther, seconded by Ald. Hanson to approve the Board of Review Hearing Extension Ordinance.

Ayes: All Nays: None Motion carried.

3. LICENSE FOR PARALLEL COMMUTER TRAIL.

C/T Schlice stated this was on last months agenda and the questions on insurance have been resolved and we do not have to get a separate policy. The City Attorney has also signed off on the change in the insurance clause.

Ald. Stroik questioned if we still have to pay a $1,000 annually.


C/T Schlice replied that is still in the agreement.

Ald. Stroik questioned what would happen if we do not like the $1,000 and do not approve this.

C/T Schlice stated then we would not do the project. The Railroad will not let us use the property without the agreement.

Ald. Stroik questioned how many requests or complaints do we have with bikers needing to get under the highway on a regular basis.

Director Euclide stated it is a high priority and that anytime you cross a Railroad with anything, there is a fee.

Ald. Stroik asked if we pay anything to cross underneath the Railroad on the current Green Circle path on Patch Street.

Director Schrader stated we do not pay the Railroad for that project.

Ald. Moore questioned how much of their right of way are we actually going to be using.

Director Euclide stated it would be entirely on their property.

Ald. Heart stated that this has been a top priority for years.

Mayor Halverson stated that even though it seems like a lot of money annually, a thousand dollars a year to ensure a safe east/west passing for bicyclists is a very small investment. Anyone who has biked on the HH overpass and tried to get east/west on that particular surface road, it is very dangerous. He recommends approval due to the investment of providing safety to the people of Stevens Point.

Motion made by Ald. Stroik, seconded by Ald. Molski to approve the license for the Railroad commuter trail.

Ayes: All Nays: None Motion carried.

4. CONSIDERATION OF DEMOLITION QUOTES - TIF DISTRICT 6.

C/T Schlice stated that we have a quote for demolishing a couple of buildings and he has talked to Supt. of Streets Laidlaw and determined that if City crews demolished the buildings the amount that we were quoted would probably just cover the labor, not the landfill costs for either one of them. It is more cost effective and the demolition would be quicker to have Stuczynski do the work. By tearing down the buildings, it will also reduce our risk of liability. Our marching orders were to acquire the properties north of Centerpoint Drive, demolish them and get the properties ready for redevelopment. We have a quote from Stuczynski for the Former Eagle Plumbing building for $19,500 and another $19,500 for the Former Portesi building.

Ald. Molski questioned if we had any other bids.

C/T Schlice replied there were not and Stuczynski=s is really the only ones around here that do that sort of work. We try to stay locally, if at all possible. If our crews would do it, it would probably take three to four weeks, as where Stuczynski working from sun up to sun down, it would be a lot faster.

Ald. Stroik stated there is a white house between the two buildings, do we know if someone still resides there, it is on Third Street. He was inquiring to see if it could all be done at once.

C/T Schlice stated they still reside there. He stated that what they are doing is buying from willing sellers. He also stated that one property should be coming to committee next month and since they are a willing seller, there would not be relocation fees. We would expedite the process if we had a developer ready, but until that time, we are continuing as we have been.

Ald. Moore questioned if Stuczynski is fully licensed and insured so the City would not be responsible for that house if they would make a mistake.

C/T Schlice stated yes, that is another reason to do it that way. The other thing to mention is that as long as those buildings are up, we theoretically have a risk of people going in them. We have had kids go in the Old Eagle Plumbing building and spray graffiti inside. The quicker we can get them down, the better we will be.

Ald. Trzebiatowski questioned if we knew what the additional costs for removing asbestos would be and what the permit fee would be.

C/T Schlice stated right now we do not. We are just bringing this portion to the committee right now and if there is anything more than minimal, he would bring it back next month. We have to have it checked for asbestos and as far as fees, he does not feel there will be much.

Ald. Molski questioned what will happen if there is asbestos.

C/T Schlice stated that will take more money and he would bring it back to committee.

Motion made by Ald. Molski, seconded by Ald. Moore to approve the demolition quotes from Stuczynski of $19,5000 for the Former Eagle Plumbing building and $19,500 for the Former Portesi building.

Ayes: All Nays: None Motion carried.

6. APPROVAL OF PAYMENT OF CLAIMS.

Motion made by Ald. Molski, seconded by Ald. Hanson to approve the payment of claims in the amount of $828,796.59.

The claims were discussed.

Ayes: All Nays: None Motion carried.
