3. Approval of Minutes - December 4, 2007

Commissioner Meyer moved, seconded by Commissioner Nuck, to approve the minutes of the December 4, 2007 meeting.

Ayes, all; nays, none. Motion carried.

4. Adjourn into executive session (approximately 4:35 p.m.) Pursuant to Wis. Stats. ss. 19.85 (1) (c) and (f) for the following:

Commissioner Meyer moved, seconded by Commissioner Nuck, to approve the hiring of Jonathan Holton as probationary firefighter/paramedic contingent upon the successful completion of all remaining hiring protocol and testing.

Ayes, all; nays, none. Motion carried.

Commissioner Taylor moved, seconded by Commissioner Rice, to deny the grievance to place MPO Aldrich at MPO-NRP pay. MPO Tracy Aldrich's pay will remain as EMT-I (Emergency Medical Technician - Intermediate).

Ayes, all; nays, none. Motion carried.

6. Confirmation of Bills

Commissioner Meyer moved, seconded by Commissioner Taylor, to accept the confirmation of the December 2007 Fire Department bills.

Ayes, all; nays, none. Motion carried.

Commissioner Meyer moved, seconded by Commissioner Nuck, to accept the confirmation of the December 2007 Police Department bills.

Ayes, all; nays, none. Motion carried.

7. Discussion, with possible action, Fire Chief's request to accept donation of $3,941.40 toward EMS supplies from Stevens Point Women's Club.

Commissioner Meyer moved, seconded by Commissioner Rice, to accept the donation of $3,941.40 toward EMS supplies from the Stevens Point Women's Club.

Ayes, all; nays, none. Motion carried.

8. Discussion, with possible action, Fire Chief's request to accept donation of $524.80 toward repair of steam washer from Beaver of Wisconsin, Inc., 2470 South Drive, Plover, Wisconsin.

Commissioner Meyer moved, seconded by Commissioner Taylor, to accept the donation of $524.80 toward repair of steam washer from Beaver of Wisconsin, Inc.

9. Discussion, with possible action, to accept employment retirement of Bureau Chief Clarke Crandell effective December 31, 2007.

Commissioner Meyer moved, seconded by Commissioner Taylor, to accept employment retirement of Bureau Chief Crandell effective December 31, 2007.

Ayes, all; nays, none. Motion carried.

10. Discussion, with possible action, Fire Chief's request for the addition of three (3) names to complete the Fire Department's list of eligible entry level candidates.

Commissioner Meyer moved, seconded by Commissioner Taylor, to approve the Fire Chief's request for the addition of three names to complete the Fire Department's list of eligible entry level candidates.

11. Fire Chief's Report

Chief Barnes reported:

• The Chief briefed the Commission on the status of Station #2.
• Management Pay Plan: The Fire Department has filed an appeal on behalf of the Department's Administrative Assistant.
• The Department received a $24,892.00 OJA grant for additional equipment. This is a 100% grant. Mid State Technical College has received a separate corresponding grant for training of the Fire Department employees.
• The physical fitness grant has been denied and will not be implemented.
• The proposed documents regarding the Rapid Response Unit (RRU) are being evaluated by the Portage County Board of Commissioners on January 15th.
• The Fire Station is no longer a polling place for the city's third district. It has been moved to the University Center.
• Entry level recruitment: The Fire Chief attended the 2008/2009 kick-off meeting at Chippewa Valley Technical College on Friday, January 4, 2008. With the addition of Wausau, there are now 12 departments participating. The projected time line was discussed.
• Firefighter/Paramedic Brian Spence's military status is now listed as "stop loss." Although he is eligible to retire in August, he cannot.
• Firefighter/Paramedic Armando Ramon is projected to remain on active duty until fall of 2008.
• There is no word on any pending status changes for Firefighter/Paramedic J.B. Moody.
• The Chief distributed notes from the Executive Staff meeting on January 15, 2008 regarding training and safety officer duties.
• Items for next month include Portage County Mutual Aide Agreement - MABAS Division 110, draft Agreement for Aerial Service to the Village of Plover and developing a plan of attack to address the need for EMS accreditation.

Commissioner Meyer moved, seconded by Commissioner Taylor, to accept the Fire Chief's Report for December 2007.

12. Police Chief's Report

In Chief Morris' absence Captain Ruder reported:

• The results of the investigation into the contaminated brake fluid resulted in the District Attorney's Office determining there was no criminal intent found. This was as determined by the completion of the investigation conducted by the Wisconsin Division of Criminal Investigation.
• 2007 year end statistics were reviewed. Commissioner Rice commended the Department for their efforts to decrease the serious offenses.
• Capt. Ruder will attend the ten week FBI National Academy scheduled to begin at the end of March, 2008.

Commissioner Taylor moved, seconded by Commissioner Meyer, to approve the Police Chief's report for December, 2007.
