7. Police Chief's report:
Chief Morris reported:
The crime/call for service review through March
of 2008 reveals a consistent rate for incidents this year as compared to 2007. Accidents are down by 63 compared
to the same period in 2007. There were another two deaths resulting from accidental prescription drug overdoses.
Burglary and theft are both up slightly.
There is nothing new to report regarding the Strategic
Direction Plan.
The overtime grievance has been set for a special
PFC meeting on April 29, 2008 at 4:00 p.m. in the City Conference Room.
The study of the voice radio system infrastructure
for the Police Department and portions of the Fire Department is complete. An initial review was held at the Mayor's
weekly Wednesday Director's meeting. A copy will be provided at the meeting on April 15th.
The Police Department budget for 2008 is being
spent according to plan. So far overtime expenditures are very low.
The transition training for the new handguns started
Monday, April 14th and should be completed by Thursday, April 17th.
Officer Dana Williams volunteered to host the 3rd
Annual Midwest Regional Chapter of the National Association of Women Law Enforcement Executives training session
in Stevens Point on April 11, 2008. Officer Williams should be commended for going above and beyond to bring this
event to the City of Stevens Point. Outstanding job Officer Williams!!!!
The 2007 Annual Review report was completed last
week and included in your packets. The staff worked very hard to create documents that serve to highlight the past
year.
The latest consultant's report for the Justice
Center Project is complete and a copy will be forwarded to all Commissioners once the report is officially received
by the Portage County Board.
The Police Department will be meeting with the
School District and interested parties to develop a final plan regarding the permanent closure or decision to leave
open East Avenue between Jefferson and Oak Streets. The final decision will be the responsibility of the Common
Council with direction from the Police Department and the School District.
A copy of Captain Dowling's report on the status
of the state group that is the accrediting body for law enforcement agencies in Wisconsin will be distributed at
the meeting.
The information technology program continues to
see regular progress to full implementation and integration of all systems.
The Chief has been asked by Chuck Graham, AODA
Coordinator of the Stevens Point School District, to attend and participate in the National Social Norms training
conference in July of 2008. The District has a grant which covers all expenses for his participation in this valuable
training opportunity.

8. Fire Chief's Report
Chief Barnes reported:
The Chief reported on the status of Station #2.
Mayor Halverson responded to the Village of Park
Ridge's proposal for fire protection services.
There was a public educational presentation by
Emergency Services Consulting, Inc. discussing the various methods of consolidations, mergers, and contracting
for fire protection services on March 26, 2008 at 7:00 p.m. at Sentry Theater. The slides from the program are

The Department submitted two federal Assistance
to Firefighters Grants (AFG). One is for a replacement aerial truck in the amount of $850,000.00. The second is
for a regional emergency vehicle traffic light preemption system in the amount of $355,047.00.
The City is continuing to work with the Village
of Plover to establish an initial aid agreement for aerial service. Chief Barnes and City Attorney Molepske are
working to draft language for this agreement.
Mass Casualty Equipment Cache. Work is being done
to evaluate how to recoup costs should the unit be called to regions outside of Portage County and work is also
being completed to design a storage garage for Station #2 that will hold this trailer.
Fire Department staff is working with the City
Planning Department and Inspection Department to recommend a change in the city ordinance language to the existing
ban on all outdoor furnaces.
Copies of various informational EMS reports have
been included in this month's PFC packet.
Aerial truck specifications are currently being
developed. Quotes will be requested in May with evaluation and recommendation for acceptance in June. The truck's
delivery could be as much as one year later.
The City is expecting a final draft from the audit
of the Fire Department by Virchow Krause very soon.
Mayor Halverson has directed the Fire Department
to immediately begin the process to fill the vacancy of the Training and Safety Officer Position.
The Chief is working with the Portage County Teen
Leadership Program and Ellen Ethreim of SPASH will job shadow with the Chief on April 11th.
