Special Meeting

City Conference Room, 1515 Strongs Ave.
PRESENT: Mayor Halverson, C/T Schlice, and Design Engineer Alex Saunders; Alderpersons: Stroik, Heart, Brooks and Myers.
ALSO PRESENT: Director Gardner, Chief Barnes, David Oberbeck with Becher-Hoppe Associates, Erik Carlson with Ellis Stone Construction, Alderpersons: Trzebiatowski, Molski, Hanson and Wiza.
Mayor Halverson called the Special Meeting of the Board of Public Works to order at 4:45 P.M. on January 3, 2008. The meeting was held at The City/County Building in the City Conference Room at 1515 Strongs Avenue, Stevens Point, WI 54481.
1. Consideration/Action to award the bid for
the Fire Station No. 2 interior remodeling and addition to Ellis Stone Construction of Stevens Point in the amount
of $882,000.00 and to authorize borrowing an additional $312,638.00 for a total project expenditure of up to $1,213,917.00.

Mayor Halverson opened up the meeting and turned it over to David Oberbeck with Becher-Hoppe Associates to explain
the items on the bid contract. He explained that the City wanted to look into "green" alternatives to
increase energy efficiency and one of the items in the bid is solar heating. It was found to be the most viable
option and that's how the contract was bid. He proceeded to explain the alternative items of the bid and how they
provide increased energy efficiency and would reduce maintenance. He indicated that the alternate for the door
operators and public address system would upgrade and replace the existing aging systems that will require replacement
in the near future if not addressed at this time. He explained that a vehicle exhaust system and generator will
be required in addition to the contract.
Alderperson Trzebiatowski asked what the capacity of the generator is and if it needed to be manually started and
David Oberbeck explained that it would power the doors and lights at a minimum but would not operate the building
and also indicated that a transfer switch is included to activate the generator. Chief Barnes indicated that the
new generator would be 80 KW and the existing generator is only 30 KW.
Mayor Halverson stated that the solar water heater is a good expenditure but expressed irritation that the generator
was not included in the contract as had been directed by the City.
Mayor Halverson moved, seconded by Alderperson Myers to award the bid for the Fire Station No. 2 interior remodeling
and addition to Ellis Stone Construction of Stevens Point in the amount of $882,000.00 and to authorize borrowing
an additional $312,638.00 for a total project expenditure of up to $1,213,917.00.
Ayes all; nays none; motion carried.
