Monday, February 11, 2008

PRESENT: Mayor Andrew Halverson, C/T Schlice, Director F. Joseph Euclide and Tricia Church; Alderpersons: Stroik, Heart, Brooks, Walther and Myers.

OTHERS PRESENT: Directors Gardner, Schrader and Halverson, City Clerk John Moe, Fire Chief Barnes, Police Chief Morris Police Captain Ruder, City Attorney Molepske, City Assessor James Siebers, Airport Manager Corey Marschke, Stevens Point Journal Jason Zaneka, Portage County Gazette Gene Kemmeter; Elbert Rackow, Alderpersons: Hanson, Slowinski, Molski, Wiza, Trzebiatowski, and Moore.

Mayor Andrew Halverson called the meeting of the Board of Public Works to order on February 11, 2008 at 6:05 PM. The meeting was held at The Lincoln Senior Center Conference Room, 1519 Water Street, Stevens Point, WI 54481.

1. Parking Meter Report. (Attachment) A. Meter/Permit Collection B. Permits

There were no questions or discussion regarding the Parking Meter Report.

C/T Schlice moved, seconded by Alderperson Stroik to accept the February 2008 Parking Meter Report and place it on file.

Ayes all; nays none; motion carried.

2. Consideration/Action for Bid Contract #04-08; 2008 Tree Trimming Program to be awarded to A+ Tree Service and Lawn out of Stevens Point, WI in the amount of $27,010.00: (Attachment)

Director Euclide explained the handed out bid tab showing A+ Tree Service out of Stevens Point, WI came in with the lowest bid of $27,010.00. He went on to explain this amount is within the recommended budget and the Engineering Department recommends awarding the bid contract to A+ Tree Service.

Alderperson Myers moved, seconded by Alderperson Walther to award A+ Tree Service the contract #04-08 for the 2008 Tree Trimming Program in the amount of $27,010.00.

Ayes all; nays none; motion carried.

3. Consideration/Action for Bid Contract #05-08; 2008 Wastewater Treatment Plant UV System Upgrade to be awarded to Staab Construction Corp. out of Marshfield, WI in the amount of $29,700.00: (Attachment)

Director Euclide explained the handed out bid tab showing Staab Construction Corp. out of Marshfield, WI came in with the lowest bid of #29,700.00. He forwarded any questions to be addressed to Director Halverson.

Alderperson Stroik questioned the difference in the bid amounts and why they came in at a $32,000.00 less than Boldt Construction Company and if the bid amount from Staab Construction is in the budget. Director Halverson explained that Boldt Construction had a misunderstanding in the bid contract and they included the electrical work in their price. She went on to explain that Boldt Construction was still higher if we took off the electrical portion that was added. She also explained that the bid amount of $29,700.00 from Staab Construction came within the recommended budget amount.

Alderperson Stroik moved, seconded by Alderperson Myers to award Staab Contraction Corporation the #05-08 Contract for the 2008 Wastewater Treatment Plant UV System Upgrade in the amount of $29,700.00.

Ayes all; nays none; motion carried.

4. Consideration/Action for the Airport Manager's Report: (Attachment)

Alderperson Wiza mentioned that he likes the format of the new Airport Manager's Report. It's very clear and let's you know exactly what's going on at the Airport.

Alderperson Stroik questioned Corey Marschke regarding the fuel usage, if it seems like it is growing so far in 2008 as compared to 2007? Corey responded; he didn't have the 2007 information, but looking at December's usage, it is comparable.

Alderperson Stroik moved, seconded by Alderperson Walther to approve the Airport Manager's Report and place it on file.

5. Director's Report. (Attachment):

Director Euclide wanted to bring up and do some explaining about the plans for the Fourth Avenue Paving Design that he included along with his report. He explained that the plan is to narrow both the curb and pavement sections as well as constructing the paving in concrete as opposed to asphalt. One of the reasons for looking to narrowing this road is not only for economic reasons, but also because of the new standards for handicap access. Paving this road with concrete as opposed to asphalt will extend the life in excess of 45 years, given the amount of traffic, where as asphalt would have to be reconstructed three times in that same period.

Alderperson Moore questioned if the utilities underneath the road would need reconstruction during these 45 plus years. Mayer Halverson answered; the condition of the water and sewer lines are in need of replacement right now and that is one of the reasons we looked into this. Water and Sewer lines can last roughly 90 to 100 years so this would be a good time to do both and not have to worry about it for a very long time.

Alderperson Wiza questioned what sections would be narrowed as he is concerned about the parking and heavy traffic around the Church and School on that road. Director Euclide assured that those sections would stay wider for parking on both sides but, where the road will narrow, there will only be parking allowed on only one side of the road. Also where the road will narrow and the Boulevard will widen to 7 feet, trees will be planted. The intention is to give the neighborhood a quieter, peaceful look.

Alderperson Schlice moved, seconded by Mayer Andrew Halverson to accept the Director's Report and place it on file.
