Transportation Committee
April 2, 2008

Commissioners in attendance: Chairperson Hans Walther, Fred Hopfensperger, Elbert Rackow, Bob Woehr, Amy Heart, Jeremy Slowinski

Others present: Susan Lemke

Chairman Walther called the meeting to order at 6:00 p.m.

1. Approval of the minutes from the March 6, 2008 Transportation Commission meeting.

Bob Woehr moved to approve the minutes of the
March 6, 2008 Transportation Commission meeting, seconded by Elbert Rackow. Ayes all; Nays none, motion carried.

2. Approval to move forward with "Late Night" Bus Service

Security Cameras - IFB

The Student Government Association at UWSP recently presented a referendum question to the student body in regard to implementation of a late night bus program. The referendum passed and the students would like to pursue an agreement with Stevens Point Transit to develop and implement the program in 2009. The students will pay the entire local share cost of the program.

Security Cameras will need to be installed prior to program start up. Manager Lemke has secured a 5311 federal capital grant for 80% of the cost of the security cameras. The city and the university will split the local share cost of the project. Maximum cost to the city will be $9,000. Cameras will not be purchased until an agreement is in place.

Elbert Rackow moved to authorize the Transit Manager to move forward with the preparations for the late night bus service and move forward with the purchase and installation of security cameras on all main line fixed route buses. Bob Woehr seconded. Ayes all; Nays none; Motion carried.

3. Manager's Report:

2008-2009 U-Pass Agreement

Mayor Halverson and Chancellor Bunnell have both signed the 2008-2009 U-Pass agreement.

Shelter IFB - release date/timeline

WISDOT procurement specialist has not yet released the IFB.

Facility A&E Services RFP and Federal Funding Contract

The City has received a contract from WISDOT securing federal funding in the amount of $80,000 for A & E Services for the facility project. The state procurement specialist is currently reviewing the RFP prior to release.

TDP Contract - RFP

The City has received a contract from WISDOT securing federal funding in the amount of $48,000 for the Transportation Development Plan. Manager Lemke is currently writing the RFP for the project.

Commission representation on Late Night and TDP committees.

Manager Lemke requested that Commissioners consider serving on the Late Night Bus and TDP committees. It was agreed that Commission representation is essential. The Commission will revisit assignments when committee formation is taking place. Hans Walther recommended that both the 3rd and 1st district Alderpersons be invited to sit on the Late Night committee.

Medical Leave

Manager Lemke will be on medical leave beginning the week of April 21st, and will return the first week in June.

Elbert Rackow moved to accept the Manager's report and place it on file. Jeremy Slowinski seconded. Ayes all; Nays none; Motion carried.

4. Next meeting date.

A date will be set following Manager Lemke's return.
