Chairman Walther called the meeting to order at 6:00 p.m.

1. Welcome and introduction of new Transportation Commission members.

Chairman Walther welcomed Renee Gehrke and Judy Bablitch to the Commission. Introductions and history of other Commission members was shared. Chairman Walther reviewed meeting protocol.

2. Approval of minutes from the April 2, 2008 Transportation Commission meeting.

Bob Woehr moved to approve the minutes from the April 2, 2008 Transportation Commission meeting. Elbert Rackow seconded.

Ayes all; Nays none; Motion Carried

3. Presentation by Sarena Melotte, Portage County Arts Alliance.

Chairman Walther indicated no action will be taken on this agenda item. The presentation of the Portage County Arts Alliance will be strictly informational, and for discussion only.

Ann Mosey and Bill Schierl presented information on the Portage County Public Arts initiative. Sarena Melotte, Public and Community Relations Manager for the Marketing and Business Development Department with St. Michaels Hospital was also present and expressed interest in possibly displaying art on the new shelters which will be placed near St. Michaels.

The mission of the Arts Alliance of Portage County is to connect, promote and illuminate artistic expression, artists, and audiences across Portage County.

Ann shared pictures of art in other municipalities which included sewer covers, bus shelters, glass panels, benches, tree grades, etc. The Commission was very impressed with the pictures and began dialog on potential art opportunities in this community.

Bill Schierl feels it is important to note additional money, although helpful, is not entirely necessary for implementing art programs in a community. Rather it is important to look at funds that are scheduled to be spent anyway and think about how art can be incorporated into the project with the same amount of money.

The Commission expressed interest in bringing this topic back next month for more discussion and possible action.

4. Bus Passenger Shelter award information.

Two bidders responded to the IFB for the shelter project. One bidder neglected to meet the specifications in the IFB and therefore was not a qualifying bidder. Handi-Hut Inc. met the specifications for the project and was awarded the bid. The total bid for all six (6) shelters is $53,600 of which the local share is $10,720. The shelters are scheduled to arrive within the next two weeks.

5. Update on the RFQ for Bus Passenger Shelter install.

The RFQ for the shelter construction phase was released on August 6, 2008. Quotes are due back by August 27th. Construction will take place within 60 days of award of the project. Shelters will be placed at St. Michaels Hospital, County Market, Doolittle Drive, Northpoint Drive (in front of Evergreen and Northpoint apartments), Minnesota and Fifth.

6. Increased fuel cost/impact on transit budget.

Manager Lemke reviewed the fuel budget. As of August 19th both fixed route and point plus fuel accounts show expenditures of approximately 50%.

7. Quarterly reports.

Ridership for the entire transit system in the first quarter of 2008 was up 13.55% or 8,330 rides over 2007. The breakdown is as follows: Regular ridership categories increased by 2,031 rides, University ridership increased 5,836 rides, Point Plus 62 rides, and transfers increased by 401 rides. Revenue was increased by $3,343.

Ridership for the entire transit system for the second quarter of 2008 increased by 5,498 rides or 12.25% over 2007. The breakdown is as follows: Regular ridership categories increased by 2,119 rides, University ridership increased 3,717 rides, Point Plus decreased by 326 rides, and transfers were down by 12 rides. Revenue was increased by $2,297.

Elbert Rackow moved to accept the quarterly reports and place them on file. Bob Woehr seconded. Ayes all; Nays none; Motion carried.

8. Next meeting date.

The next Transportation Commission meeting will be held at the Aging and Disability Resource Center on September 18, 2008 at 4:30 p.m.
