Cathy Dugan was elected to the position of Alderperson representing the Eighth District on April 5, 2016. She is currently a member of the Finance and Public Protection Committees and serves as the City’s liaison to the Portage County Public Library Board.
A native of northern Illinois, Cathy moved to Stevens Point with her family in the 1970s. She enrolled her young daughters in violin and piano lessons at the Suzuki Institute, began taking classes at the University of Wisconsin-Stevens Point, and biked and walked everywhere in the city. She learned how to cross-country ski, enjoyed the riverfront parks in all seasons, and immersed herself in neighborhood life. In other words, Cathy soon learned to take advantage of Stevens Point’s many resources and high quality of life.
After earning a bachelor’s degree from UW-Stevens Point, Cathy taught junior and senior high school German. She returned to UWSP for a Master’s degree in English, specializing in writing, and then taught at Mid-State Technical College. Several years later, she returned again to her alma mater, this time as a teacher of Freshman English. She retired from UWSP in 2007.
That year, Cathy began writing a monthly column titled “Eye on the Neighborhood” for the local daily newspaper. She focused her comments on improving Stevens Point’s older neighborhoods by enhancing their historic architecture, green spaces, walkability, and unique character. Later, her column expanded to include additional city and county issues.
Cathy prepared for writing about local government during her years-long attendance at meetings where she spoke out as a concerned citizen, something she continued until her election to the Common Council.
In addition, she served on the Portage County Groundwater Citizens’ Advisory Committee, Stevens Point’s Eco-Municipality Task Force – Development and Land Use Subcommittee, and the City’s Redevelopment Authority.
Cathy currently belongs to the Stevens Point Area League of Women Voters and Interfaith Community for the Earth, a local organization founded on the principle that caring for the earth is a moral issue.
As District 8 alder, she hopes to interact often with her constituents, by phone and email, and in listening sessions in the neighborhoods. She wants to bring to the Common Council her commitment to a good quality of life for City residents, especially through smart land use, protection of natural resources, and enhancement of neighborhoods.
When not opining on all things Stevens Point, Cathy enjoys bicycling, camping, hiking, kayaking, reading – and hanging out with her cats, Gertie and Bea. She also enjoys getting together with friends for tea and scones, mystery book discussions, and road trips Up North. And she loves spending time, in or out of the pool, with her daughter Laura, son-in-law Ihor, and granddaughter Theresa, who live nearby.
